Kalkitech IEC 61850 SCL Manager is a comprehensive graphical tool that allows user to create, configure, view and edit all the substation elements and its data models as specified in Substation Configuration Language specification of IEC 61850. SCL Manager enables users to configure a Substation and all its elements and make your substations IEC 61850 compliant.
SCL Manager takes away the complexity of the IEC 61850 from the user and provides user friendly graphical interface for configuration and substation architecture definition. It allows users to build different substation architectures, and create complete system specifications. SCL Manager also allows user to link different IEDs & its data elements to the substation specification and create complete substation configuration as specified in IEC 61850. Facility is given for creation of complete IED capabilities including its functions and data elements for any new IEDs.
SCL Manager enables defining communication schemes and mapping data as required for management of IEC 61850 elements. It also facilitates enhanced management of SCL files and its validation. The enhanced logical node template allows user to create complete functionalities of IEC 61850 based IEDs with a very minimal knowledge of IEC 61850 standard.

System Specification
The system specification as per IEC 61850 covers definition of complete electrical system interconnections (SLDs) required for a substation and defining the functionalities (Logical Nodes) that need to be performed by each element or group of elements together. Creating substation specification in SCL Manager involves the following steps-
Draw complete SLD using the graphical interface available in SCL Manager. This involves creation of substation elements and its interconnection using connectivity node (point or bus-bar).

Choose the functionality required on each element of substation which is done by selection of suitable Logical Nodes (LNs) from the list of logical nodes.

Save the complete system specification as System Specification Description (.SSD) file.

Private Node Support
Substation Configuration
The substation configuration consists of linking the functionality elements described in the system specification to the actual functional points (LNs under the IEDs) & description of complete communication schemes. Following steps are needed in SCL Manager for completing the Substation Configuration.

Load the file containing complete system specification (.SSD) or create the complete specification using system specification feature.

Create IED sections which are needed for the substation.

Import the specific ICD to each IED section & define the communication attributes for the specific IED. This will create the actual data and functional points for the complete substation.

Link the substation functionalities defined in the specification to the actual functional points. It is achieved by linking the LNs available in the substation elements to the LNs of loaded IEDs.

Save the complete substation configuration in Substation Configuration Description (.SCD) file.
IED Capability Description
This functionality is required if SCL Manager is used to configure any new vendor device which does not have an ICD but will completely work depending on the configuration file created as per SCL standards. This is especially applicable for Protocol Gateways having IEC 61850 server and a user configuration file as per SCL are required for its suitable working. This is also applicable for IEC 61850 implementation in an already existing IED. The ICD file of the device for system configurator and CID file that need for the device can be generated from Kalki SCL Manager which requires the following steps.

Define an IED section.

Create separate logical divisions (LDs) within the physical device as required based on the application & add mandatory functions (LNs - LLN0 & LPHD) with required data & attributes under each logical divisions. E.g.: A physical device related to the protection can have logical divisions of measurement (MEAS), protection (PROT) and disturbance (DIST).

Add other functionalities (LNs) related to the logical division by choosing the same from the template and select the required data & attributes. E.g.: Measurement logical division can have MMXU, MMXN, MDIF LNs , Protection logical division can have PTOC, PDIF, PTEF LNs and disturbance logical division can have RDRE, RADR, RBDR LNs.

Assign /change the default values for various elements like control model by adding / editing data object instances (DOI) under each logical nodes.

Create required data sets under each logical device and attach data to the same from different LNs using FCDA.

Define required Report Control Blocks under each logical node and attach the relevant data set to the same.

Define required Log control blocs under each logical node and attach the relevant dataset to it.

Define required GSE control blocks under LLN0 and associate the suitable dataset to the same.

Define required SMV control blocks under LLN0 and associate the suitable dataset to it.

Save the project and export each IED file as .ICD / .CID as per the requirement.
File Types

SCL Manager allows user to create the following file formats as defined in IEC 61850 standards:

IED Capability Description (.ICD) File. It defines complete capability of an IED. The file contains a single IED section, an optional communication section and an optional substation part which denotes the physical entities corresponding to the IED.

System Specification Description (.SSD) File. This file contains complete specification of a substation automation system including single line diagram for the substation and its functionalities (logical nodes). This will have Substation part, Data type templates and logical node type definitions but need not have IED section.

Substation Configuration Description (.SCD) File. This is the file describing complete substation detail. It contains substation, communication, IED and Data type template sections. An .SSD file and different .ICD files contribute in making an SCD file.

Configured IED Description (.CID) File. It is a file used to have communication between an IED configuration tool to an IED. It can be considered as an SCD file stripped down to what the concerned IED need to know and contains a mandatory communication section of the addressed IED
Mapping external signals
Mapping external signals involves the mapping of source data coming through control blocks like GSE, RCB to destination data points available under logical nodes of different IED. Mapping of external signals requires the following steps.

Load the file containing complete substation configuration (.SCD) having multiple IED sections & choose option for mapping external signals.

Source Selection -- Select the source IED, type of data transfer (GSE, RCB or Specific LN) & choose the data tag coming under GSE, RCB or LN.

Destination Selection -- Map the specific tag to the destination logical node. Select destination IED, LN and choose automatic or manual entry for the destination identifier.

Save the project and export the complete substation configuration with external signal information as .SCD file.
The other functionalities available in Kalki SCL Manager are as follows:

Validate SCL files – User can validate any SCL file (SCD, SSD, ICD or CID) by just choosing validate option and selecting the file. The validation results are logged into separate window indicating the complete error details.

Generate IED / Substation Tags - User can generate complete IED / Substation tags from loaded SCD / SSD files in the CSV file. It can be saved to files which can be used for client applications.

Document Generation - User can have the documentation of the complete project with relevant information of all SLD's and IED details.

Project History Viewer - Use can have the complete control of the project by viewing and comparing of old project archives stored.
SCL Manager has an internal repository of sample IED files and the IED documentation as is available in the public domain. This IED database can be maintained by the System Integrator, OEM or the Utility to manage the various types of IED's as well as their specific ICD files as used in various projects.
